Delivering a new relationship with business

HMRC published today an analysis of its achievements to date in reducing the administrative burden which is seen as a key element in improving its relationship with business.

Future plan – Audits and inspections
HMRC have announced future plans for audits and interventions, to include:
• Modernise practices and develop a suite of interventions.
• Consider pre-return processes to impact on risk processes.
• Provide statutory basis for more flexible approaches.

HMRC are developing a measuring process in relation to the above initiatives which it will announce later in the year.
 

Our view
HMRC are looking at ways to create a more flexible approach to its ‘interventions’ and enquiries into businesses. Its further review of these issues is important given the negative comments from the professions regarding the initial pilot exercise of new ‘interventions’ undertaken in 2006. It is anticipated that HMRC will consult widely before undertaking any new initiatives in this area.
